John G. Hayes, Ph.D., is currently the Director of Building Stable Lives/2-1-1 for the
United Way of Greater Chattanooga. He joined the United Way staff on
January 8, 2007 to direct a new initiative for them. Previously, he was
President and CEO of Hayes-Hayes and is currently on leave from that role.
Dr. Hayes was also Deputy Director for Planning and Program
Development for the Chattanooga Housing Authority up until March 2006 when he
restarted Hayes-Hayes, PA. Dr. Hayes joined the Chattanooga Housing Authority in August 2002 to help develop and oversee programs to improve the quality of life for the residents of public housing. During his tenure with the CHA, the Authority launched a comprehensive supportive services program, enhanced resident services, Neighborhood Networks and the Chattanooga Beehive, YouthBuild, a collaborative effort to end homelessness using Shelter plus Care vouchers, a mobile Reading Center designed to teach parents how to read to their young children, a school truancy prevention program that has seen a 50 percent reduction in the number of days missed from school by public housing residents and new initiative working with unemployed residents called Opening Doors to Success. The CHA also converted its management to site-based management of the 18 sites in its portfolio. Dr. Hayes provided model standard operating procedures for this transition and worked with other operations staff to monitor implementation. Dr. Hayes also serves as the Vice Chairman of the Homeless Coalition and is on the board of Invest in Children, Specialized Transportation Services and Head Start and serves on the steering committee for the Hamilton County Reading Initiative, READ20. He is a member of the Chamber of Commerce’s Workforce Development Committee and the Blueprint to End Homelessness Task Force. He also serves on committees for the Tennessee Association of Housing and Redevelopment Agencies, the National Association for Housing and Redevelopment Officials, the Illumination Engineering Society of North America and the Society for Applied Sociology. Prior to joining the CHA, he was Vice President for Housing and Research for SPARTA Consulting Corporation, Director of Resident Services for the Charlotte Housing Authority, and Chair of the Behavior Sciences Division at Sacred Heart College in Belmont, NC. He holds a Ph.D. in Sociology from Purdue University and a BA and MA in Sociology from Kansas State University. He also holds certifications in dispute settlement through the American Bar Association, as a Certified Protection Professional through the American Society for Industrial Security and as a Security Lighting Professional through the North American Illumination Engineering Society. As the president of Hayes-Hayes, PA, Dr. Hayes directed individual research and management consulting projects throughout the country. He has worked with other communities in designing community crime prevention and policing strategies focused on restorative justice.
